Career Summary

I have 35 years of experience in the development and implementation of information systems. Throughout this time I have focused my career in the implementation of state of the art technologies and the application of strategic planning techniques to the field of IT Management. My most significant achievements include:
• Managing the IT Department of a major hospital through the implementation of a new Hospital Information System (HIS) that provided Electronic Health Record (EHR) functionality, wireless support and Internet access, making it the largest paperless healthcare provider institution in the island.
• The implementation of a large scale ERP system supporting over 600 users and handling more than 50 primary business processes for the largest healthcare insurance provider in PR. This project also required process reengineering, developing imaging support and implementing workflow functionality.
• The design and development of an object-oriented application to integrate data collection systems with manufacturing applications for the pharmaceutical industry, which generated over $15 million in gross revenue.

IT Consultant

Independent 2015
As an independent IT consultant I have provided services to small business implementing IT solutions in the healthcare and manufacturing industries. I provided strategic planning, project management and implementation services in several areas, from infrastructure design to the development and implementation of custom applications. Projects ranged from the implementation of practice management systems for small medical practices to the design and implementation of a complex application for the design of structural steel beams according to the AISC standards.
I've pride myself in delivering high-quality solutions that meet the specific needs of my clients, ensuring that they are equipped with the right tools to used Information Technologies to achieve competitive advantages in their respective industries.

IT Director

Auxilio Mutuo Hospital 2009
As IT Director of the largest private hospital in Puerto Rico I managed the day-to-day operations of the IT Department and led the implementation of a new Hospital Information System (HIS) that provided Electronic Health Record (EHR) functionality, wireless support and Internet access, making it the largest paperless healthcare provider institution in the island. During this time I led the implementation of the following projects.
Hospital Information System (HIS). This $5 million project required the complete migration of the main hospital systems, from registration, laboratory and pharmacy to financial and materials management. The whole system provided support for all aspects of the hospital operations, which required 24/7 service and uptime, as well as support for over 2,500 users sharing over 1,200 workstations. As part of the project, we implemented Windows 7, as well as a completely new configuration Windows Server Active Directory that included a 72-server farm of both physical and virtual servers.
Electronic Health Record System. Simultaneously with the implementation of the new HIS, we integrated and implemented a complete electronic record system for new patients, that initiated at the point of registration. Hence, every document that was part of the patients’ record was either scanned or digitally generated from the beginning of the process and was available throughout the hospital. The system also provided Workflow functionality, Quality Control and batch-scanning capabilities to initiate the digitalization of historic records.
Redesign and Implementation of the Telecommunications infrastructure.Due to the bandwidth requirements of the imaging portion of the electronic record the whole telecommunications infrastructure had to be redesigned and strengthened, to support higher speed. It was also necessary to incorporate wireless coverage throughout the hospital to allow access to the patient’s records from mobile workstations. Finally, the Internet access connection had to be expanded to provide physicians with secured remote access to patient records according to HITECH regulations.

CEO

ItIS, Inc. 2000
As CEO of a small IT consulting firmAs an independent systems consultant specializing in the development and implementation of applications for the healthcare industry, I developed a set of applications and led their implementation in numerous clients. My most profitable product was a Practice Management package specially designed to support the requirements of Individual Practice Associations (IPA’s) that serve the Puerto Rico Healthcare Reform. It performed a detailed analysis of capitation payments to detect inaccurate claims deductions made by healthcare insurance providers. It some cases, it allowed some of our clients to recover over a million dollars from erroneous deductions. Other projects included a warehouse management system for the distribution of Hospital Supplies. Both packages use state-of-the-art technologies such as support for Wireless Networks.

Client/Server Development Manager

Triple-S, Inc. 1995
As manager of the Client/Server Development department in Triple-S, the largest locally owned healthcare insurance company and a member of the Blue Cross/Blue Shield Association, I oversaw the following implementations:
ERP System. This $3 million project required the migration of corporate G/L, Allocations, Budget, A/P, A/P, A/R, Fixed Assets, Purchasing, Decision Support and Human Resources systems for over 600 users. As part of the project, we implemented Windows 95, Windows NT, Electronic Mail (MS Exchange) and the MS Office Suite. The final implementation incorporated several innovative features such as Workflow, Imaging, MICR laser checks printing, and Internet connectivity. The project was completed within a period of two years and included reviwing and/or reengineering more than 50 primary business processes for the largest healthcare insurance provider in PR.
Subscription, Billing and Collection Systems. Designed and developed an Internet based system as part of a strategy to migrate the company’s legacy subscription application, which currently handles over 1.2 million subscribers. The system provided access to all the mainframe query screens from a Web based distributed application. It also introduced new functionality allowing clients to download and reconcile monthly invoices, generate replacement cards remotely and perform custom queries against their membership databases. The whole project was completed in 8 months and three months later we were servicing over 150 users. This application provided a distinctive advantage over our competition and helped us close deals with key accounts such as Banco Popular de Puerto Rico.

Software Development Manager

Abaco International Group, Inc. 1991
As the top technical manager at Abaco International, I lead the company’s developing team in providing software products and services to the manufacturing industry. My main accomplishments included:
• Designed and developed the company’s product line, which last year generated gross revenues of over $10 million. Our product’s capacity to integrate with almost any host application in multi-vendor environments allowed us to become a worldwide leader in the data collection software market. In 1993, General Electric’s ED&C Division selected our product (over competitors like IBM) as their company standard for this kind of application.
• Supervised the implementation of our data collection products in 18 General Electric plants across the U.S. and Puerto Rico. This project required a detailed analysis of each plant’s receiving and inventory processes and in some cases the development of customized features. The full implementation involved over 110 users and was completed within 8 months.
