I have almost 40 years of experience in the development and implementation of information systems. Throughout this time I have focused my career on state-of-the-art technologies and strategic planning in IT management. My most significant achievements include:

  • Managing the IT Department of a major hospital through the implementation of a new Hospital Information System (HIS) with Electronic Health Record (EHR) functionality, wireless support, and Internet access—making it the largest paperless healthcare provider institution on the island.
  • Implementing a large-scale ERP supporting over 600 users and more than 50 primary business processes for the largest healthcare insurance provider in Puerto Rico, including process reengineering, imaging, and workflow.
  • Designing and developing an object-oriented application to integrate data collection with manufacturing systems for the pharmaceutical industry, generating over $15 million in gross revenue.

As IT Director of the largest private hospital in Puerto Rico, I managed day-to-day IT operations and led implementation of a new HIS with EHR, wireless, and Internet access—establishing the largest paperless healthcare provider on the island.

  • Hospital Information System (HIS). $5 million migration covering registration, laboratory, pharmacy, financial, and materials management—24/7 operations for 2,500+ users and 1,200+ workstations. Delivered Windows 7 and a new Active Directory environment with a 72-server physical/virtual farm.
  • Electronic Health Record. Integrated EHR from registration onward (scan or digital capture), with hospital-wide availability, workflow, quality control, and batch scanning for historic records.
  • Telecommunications redesign. Upgraded infrastructure for imaging bandwidth, campus-wide wireless for mobile clinical access, and expanded secure Internet connectivity for physicians under HITECH requirements.

As CEO of a small IT consulting firm focused on healthcare applications, I built products and led implementations for numerous clients. The flagship Practice Management package supported IPAs under the Puerto Rico Healthcare Reform, analyzing capitation payments to detect inaccurate claim deductions—in some cases helping clients recover over a million dollars. Other work included a warehouse management system for hospital supply distribution. Solutions used contemporary platforms including wireless networks.

Managed Client/Server Development at Triple-S, the largest locally owned healthcare insurer and a Blue Cross Blue Shield Association member.

  • ERP system. $3 million program migrating G/L, allocations, budget, A/P, A/R, fixed assets, purchasing, decision support, and HR for 600+ users. Introduced Windows 95/NT, MS Exchange, and Office; added workflow, imaging, MICR laser checks, and Internet connectivity. Delivered in two years with review/reengineering of 50+ primary processes.
  • Subscription, billing & collections. Internet-based system to evolve the legacy subscription platform (1.2M+ subscribers): web access to mainframe queries, invoice download/reconcile, remote card replacement, and custom membership queries. Delivered in 8 months; within three months served 150+ users and supported wins with key accounts such as Banco Popular de Puerto Rico.

  • Designed and developed the product line that later generated over $10 million in annual gross revenue.
